Do all sloping sites need a geotechnical report?

Not every property or proposal has the same requirement. The need and investigation scope depend on the land, known hazards, proposed earthworks, structure, foundations and the information required by the designers, engineers or council.

Will a sloping site always cost more to build on?

Not in one predictable amount. Access, earthworks, retaining, foundations, drainage, temporary works and building form can add scope, while a design that responds carefully to the land may avoid unnecessary work. Useful pricing requires site and design information.

Does a retaining wall require building consent?

It depends on the wall, height, loads, location and other conditions. Do not apply a general exemption to a specific wall without checking the current rules and the actual site.

Should the house or retaining walls be designed first?

They should be coordinated. Building loads, excavation, wall location, drainage, access and finished levels can affect one another, so resolving them in isolation can create rework.
